Preparing the presenting officer

The written application does most of the work. The presenting officer still needs a calm route through it when questions arrive.

Build a page map

For each major increase or sensitive line, note the page of the justification and the annex that supports it. Officers who can open the packet to the right schedule look prepared without theatrical confidence.

Anticipate the obvious questions

Ceiling breaches, travel jumps, and new vendor categories attract attention. Write the answer in one sentence, then the evidence pointer. If the answer requires a story longer than a minute, the application itself may still be weak.

Timing

Briefings work best after the packet is final. Rehearsing from a draft that later changes wastes the session and confuses memory under pressure.
